I suspect that it was not the idea of an ID card but the detail included which annoyed the population. I think you credit the population with far too much discernment. A few months ago the wiki entry for CH contained relevant and measured references to the ongoing abuse cases. I see that this is now reduced to a single sentence.

The Band went to Hertford on one occasion and we marched the girls into lunch. I remember thinking how small the place was and in a town as well, compared to the isolation and size of the Horsham site. I see nothing particularly offensive in describing Hertford as The Other Place. I take it you all get the parliamentary allusion?
