It is the first cover of the new Blue regime of Mr Stannard.
Personally i think the cheap effect was unnecessary.

It is a photograph taken by Neil Fleming and then adjusted using a Photoshop filter. It is a stunning picture. The figure at the back is the current Band Master Terry Whittingham.
The picture was the best part of the magazine - which due to a number of factors too long to explain was otherwise mediocre!

Neil Fleming has taken loads of good photos of CH. There are some on the web (but I'd have to search for the exact location!).
I think the cheap effect jibe is unnecessary, I thought it was an original cover, better than the normal photo-montage effect.
