I see nothing wrong with a VAT exemption for all education.
Education costs enough as it is. Adding VAT would just make it more elitist, increase the divide between haves and have-nots, and stop those on a modest income from improving their education and thus their lot in life.

Very fair comments. However, we can rely on victim statements because the jury believed them. Inaction can be difficult to prove, particularly when everyone passes the buck. I have additionally just found Cairncross listed as a governor at Sir Robert Geffery's School, a Church of England primary school in Cornwall. http://www.sir-robert-gefferys.cornwall.sch.uk/governors.asp It still lists her as Head at Wells so I don't know how recent the information on the website is.

Regarding the lying by omission: who in the world would voluntarily bring up something in a job interview that you knew would see your application fail?
