I judge the story of the annual meeting of the mayors to be an urban myth, as also (certainly) the story that Buck House requires a drinks licence. As HM doesn't charge state visitors for their drinks (Vodka, Mr President? That'll be 30 pounds. Credit card? That'll do nicely.), it wouldn't need one. The bars in the Palace of Westminster don't require magistrates' licences either, even though they do sell drinks.

What I did once write about was Buckingham Palace. Why I don't know but my wife's cousin was the police officer who had to appear before the magistrates and declare that the Police had no objection to an alcohol licence being granted to Buckingham Palace. My understanding, given the frequencty, was that it related to formal dinners given there - No I don't understand why a licence should be required but it might be one of thise quirks of law.
