I suspect the first option.
I note the recent silence about allegations that the flu jabs that you and I and other people at risk received are useless - something different was raised to obscure that scandal.
In any case there have been suggestions that Tamiflu does not work on Bird Flu if it mutates into the human transmissible form so I suspect that the announcement is simply a blind. How effective it is on other strains of flu I don't know.
