Hardly; there is evidence of the quality of the wine but I am not aware of any references to His abilities as a Master Brewer. More likely to be one in the "Other House" ( as the House of Commons is also called)

Lords; renowned for a knowledge of wines, ports, madeiras etc.
Commoners reputer to be more into porters etc. (well, into something if the newspapers are to be believed)
