Independent Schools Inspectorate 2003 report

Well, I have to admit that I was a bit bored recently, so I thought I'd take a look at the latest report pertaining to C.H.

All in all, it shows C.H. in a pretty good light.
I did notice one thing, though. The report mentioned that there had been 5 permanent and 53 temporary exclusions during the 12 months prior to the report.
Seems rather a lot - what was everyone up to? Was it a case of mass rule-breaking, or were those rules just being vigorously enforced?
I seem to remember that rustications / suspensions used to be quite rare events - I think the headmaster mostly preferred to administer a good thrashing.
Perhaps this is one result of the outlawing of corporal punishment - one level of sanctions has been removed, resulting in greater use of the train ticket home.
