Following Plum's last post, I contacted the M6 Toll website. They told me to complain to Highways Authority, so I said I had already done so.
Today I got a very full email back, it explained that while the route I did take was the shortest link, because of speed limits it wasn't their preferred link between the two motorways. I don't know how well signed the prefered link is.
I do now understand some of the reasoning behind the lcak of signing, so am happy about that.
